Ontario Provincial Police (OPP) investigators have released photos of two individuals charged with first-degree murder and sexual assault, seeking public assistance in ongoing investigations in Carleton Place. The suspects, Marcel Lapensee, 56, of Carleton Place, and Samantha Osborne, 23, of Iroquois, have also used aliases on social media, including Maxx Power and Sammi.

The body of Rose Kerwin, 50, was discovered in the Mississippi River near the village of Pakenham on November 12. Kerwin had been reported missing the following day. Two days after the discovery, OPP officers received a report of a sexual assault in Carleton Place involving an unidentified individual.

Both Lapensee and Osborne were arrested on December 19 and charged in connection with both cases. The OPP investigators believe there may be additional victims and are urging anyone who may have interacted with the suspects to come forward.

In addition to seeking information about potential victims, the police are also continuing to search for Kerwin’s vehicle, described as a blue 2013 Mazda GX four-door sedan with Ontario license plate CSXW383.

Anyone with information relating to the case is urged to contact the OPP tip line at 1-844-677-9400 or the OPP non-emergency number at 1-888-310-1122. Those who wish to remain anonymous can reach out to Crime Stoppers at 1-800-222-8477.

The release of the suspects’ photos is a significant development in the ongoing investigations. It is hoped that by making their identities public, additional information will come to light that could assist the police in their efforts to bring justice to the victims and their families.

The OPP investigators are urging the community to share this information on social media networks to reach as many people as possible. By working together, the public and law enforcement can help ensure the safety and well-being of the community..
